Leadership
He graduated from the University of Baghdad in 1979 with a degree in Electrical Engineering and spent over 15 years in the construction industry. In the late 1990s, Mr. Rauf transitioned to the telecommunications sector, where he developed interests in mobile telecommunications and wireless internet services throughout the Kurdistan Region and Iraq.
As Chairman of HRID, he emphasizes Environmental, Social, and Governance (ESG) principles, focusing on ethical investment, sustainable urban development, and diversification across manufacturing, construction, telecommunications, and finance. Additionally, he is a co-founder of the Hiwa Foundation, a non-governmental organization dedicated to education and empowerment in the region.

Hiwa Rauf for Investment & Development has signed a financing agreement with the International Finance Corporation for the Downtown Slemani project, aimed at creating Iraq's first certified sustainable mixed-use development. The project will receive $65 million in support and features residential units, a shopping mall, a hotel, and leisure spaces, embodying ESG standards and promoting sustainable urban infrastructure in Sulaymaniyah.
